Notice of Public Meetings Concerning Zoning By-law Amendments
Take Notice that the Township of Minden Hills has received two (2) complete applications to amend the Township’s Zoning By-law.
And Take Notice that the Township of Minden Hills will be holding Public Meetings, as required under the Planning Act. The Public Meetings are an opportunity for Council to hear and consider comments related to the proposed amendment. Any member of the public may speak in favour, or opposition to, the proposed amendment during the Public Meetings.
Date and Location of Public Meetings
The purpose of the Public Meetings will be to consider Zoning By-law Amendment Applications PLZBA2025040 - Haliburton Highlands Health Services and PLZBA2025045 - Huxtable pursuant to Section 34 of the Planning Act as shown below:
- PLZBA2025040 – Haliburton Highlands Health Services: The site-specific amendment applies to three (3) properties located in Part Lots 3 & 4, Concession A, Geographic Township of Anson, being 4575 Deep Bay Road and vacant lands with roll numbers 4616-010-000-50110 and 4616-010-000-59300 (see Location Map). The subject properties are currently zoned ‘Community Facility (CF)’ and ‘Residential Type 1 (R1)’ and are located within the Residential designation of the Township’s Official Plan. The proposed amendment would serve to rezone the portions of the subject lands zoned ‘Residential Type 1 (R1)’ to ‘Community Facility (CF)’ zone to create a uniform zoning across the properties to assist with master planning of health care services at the site and to plan for improved parking. The lands will be zoned to ‘Community Facility Exception (CF-E)’ zone to recognize existing reduced northern side yard setbacks. There is no development proposed as part of the zoning by-law amendment.
- PLZBA2025045 - Huxtable: The site-specific amendment applies to property located in Part Lot 2, Concession A, Geographic Township of Minden, being 34 Bobcaygeon Road, and having roll number 4616-033-000-23005 (see Key Map). The subject property is currently zoned ‘Village Commercial (C4)’ and is located within the Downtown Transition designation of the Township’s Official Plan. The proposed amendment would serve to rezone the property from ‘Village Commercial (C4)’ Zone to a site specific ‘Residential Type Two Exception’ Zone in order to permit the redevelopment of the existing single detached dwelling into a three (3) unit multiple dwelling and to allow for a reduced minimum lot frontage, minimum interior side yard setback and minimum dwelling unit area required for a multiple dwelling.

To Participate in Person: Members of the public wishing to participate and make comment or speak at the Public Meeting must: pre-register by emailing the Clerk's Department by Wednesday, July 30th before 4:00 PM or by attending and registering the morning of the meeting before 8:30 AM in the Township Council Chambers, 7 Milne Street, Minden.
To Participate via Zoom on the Web or by Telephone please email the Clerk's Department by Wednesday, July 30th before 4:00 PM to obtain login information. If attending virtually, please log-on 30 minutes before the meeting.
Written Submissions either in support of or opposition to the applications must be received prior to the Public Meeting and can be submitted to Amanda Dougherty, Manager of Planning Email.

Any Person may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law Amendments.
If a person or public body would otherwise have an ability to appeal the decision of the Council for the Corporation of the Township of Minden Hills to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Council for the Corporation of the Township of Minden Hills before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Council for the Corporation of the Township of Minden Hills before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
