Notice of Passing of a Zoning By-law Amendment - Part Lot 22, Concession A, Minden, 1125 Queens Line Road (PLZBA2025091 – Dixon)
TAKE NOTICE THAT the Council of the Corporation of the Township of Minden Hills passed By-Law No. 25-120 on the 11th day of December, 2025, under the provisions of Section 34 of the Planning Act, RSO 1990, c. P. 13.
The lands subject to the amending by-law are located in Part Lot 22, Concession A, Geographic Township of Minden, and municipally known as 1125 Queens Line Road, as shown in the key map.
IN MAKING THEIR DECISION, Council considered all oral and written submissions regarding this application, and which did not affect the amendment as approved.
THE PURPOSE AND EFFECT: The subject property is zoned ‘Rural (RU)’ zone and ‘Hazard Land (HZ)’ zone and is located within the Rural designation of the Township’s Official Plan. An Environmental Impact Study (EIS) was prepared in relation to the application and identified both wetland and watercourse features. In recognition of the findings of the EIS the zoning will be amended to appropriately recognize wetland and watercourse features and the associated vegetated buffer as ‘Hazard Land (HZ)’; and to further rezone any lands not presenting with natural heritage features to ‘Rural-Exception Twenty-Nine (RU-29)’ zone. The RU-29 zone will recognize site-specific provisions and further permit the development of a single detached dwelling.
AND TAKE NOTICE that an appeal to the Ontario Land Tribunal in respect to all or part of this Zoning By-law may be made by filing a notice of appeal with the Clerk of the Corporation of the Township of Minden Hills either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service by selecting the Corporation of the Township of Minden Hills as the Approval Authority or at the mailing address provided below no later than 4:30 p.m. on January 7th, 2026. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee of $1,100 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at www.olt.gov.on.ca. If the e-file portal is down, you can submit your appeal to Amanda Dougherty, Manager of Planning.
A COPY of the amendment and any additional information relating to the Zoning By-law Amendment is available for inspection by contacting the undersigned.
No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
