Take Notice that pursuant to Sections 17 and 21 of the Planning Act, RSO, c. P. 13., Council of the Corporation of the Township of Minden Hills at its Regular Meeting of October 8, 2026, adopted the following:
- Official Plan Amendment No. 19 (OPA 19) by By-law 26-91. A Public Meeting was held on September 10, 2026.
- Official Plan Amendment No. 20 (OPA 20) by By-law 26-92. A Public Meeting was held on September 24, 2026.
The Official Plan Amendments apply to all lands within the Township of Minden Hills. On this basis, no location map has been provided with this Notice.
Official Plan Amendment No. 19 - Purpose and Effect: The purpose of OPA 19 is to establish policies to allow the approval of minor zoning by-law amendments to be delegated to an employee, specifically the Manager of Planning Services and Chief Administrative Officer or their designates. Minor zoning by-law amendments would include removal of a holding (H) provision, approval of temporary uses, correcting errors or omissions, amendments as a condition of consent, and other amendments deemed to be technical in nature. OPA 19 will also introduce alternate measures for public notice associated with delegated matters. The effect of the amendment will be to streamline the approval of minor zoning by-law amendments to improve processing timelines and efficiency.
Official Plan Amendment No. 20 - Purpose and Effect: The purpose of the amendment is to reduce frequent friction points when interpreting and applying the Official Plan to proposed development projects and to ensure consistency with the Provincial Planning Statement and conformity with the County of Haliburton Official Plan and improve clarity of existing policies. Policies will be introduced or revised which will ensure that for vacant lands around waste management facilities a technical study will be required to demonstrate safe water and soil conditions before development; restrict new sensitive lands uses near aggregate operations; limit the number of lots created in the Rural designation; and remove redundant policies related to Additional Dwelling Units (ADU). Certain additional minor revisions are also proposed.
In Making Their Decision, Council considered all written and oral submissions received regarding these amendments, and which did not affect the amendments as approved.
A copy of OPA 19 and OPA 20 and any additional information relating to the amendments is available for inspection by contacting Amanda Dougherty at email address.
And Take Notice that in accordance with Section 17(22) of the Planning Act, the County of Haliburton (County) is the approval authority of OPA 19 and OPA 20.
