Flag Policy

The Township of Minden Hills Flag Policy outlines the protocol for Half Masting of Flags and Raising Flags for special requests.

Upon request and approval by the Council, the Township may raise other flags in recognition of special days, activities, and events in the Township to enhance public awareness. Note there are several annual community flags raised that have been approved and these flags will be raised on the dates required.

Flag raising requests, if approved, will be raised at the Township Administrative Office (7 Milne St.) where the Canadian flag, and the Township of Minden Hills flag are raised outside the office.

To request a Flag Raising, please complete the online form below. We ask that you submit requests three weeks prior to the event, please contact the Clerk's Department via email with any questions. 

Annual community flags requested in the past and will be raised accordingly.

  • National Day for Truth and Reconciliation (Every Child Matters)
  • Activism Against Gender Based Violence (Wrapped in Courage)
  • Heart and Stroke
  • World Autism Day

Half Mast Protocol

Flags that are flown at the half-mast position are known as a sign of mourning or to commemorate a solemn occasion and where a sense of loss is shared by all citizens.

All Township flag poles are designated for the purposes of this policy for Half Mast protocol.

The flag will stay at half-mast for a minimum of three days from the date of death or until the funeral has taken place. Where the memorial service falls on a weekend or statutory holiday, flags will be raised at the beginning of the business day afterward.

Any circumstances that deviate from the time period will be at the discretion of the Mayor and/or CAO and/or Clerk.

Any special circumstances will be at the discretion of the Mayor and/or CAO and/or Clerk.

Half-Masting shall occur on the death of the following:

  • Sovereign or a member of the Royal Family related in the first degree (Spouse, Son, Daughter, Father, Mother, Brother or Sister of the Sovereign)
  • Governor General or Former Governor General
  • Prime Minister or Former Prime Minister
  • Current member of Council from any of the Local Municipalities within the County of Haliburton
  • Current and former members of Council of The Township of Minden Hills
  • Current Employees of the Township of Minden Hills
  • Emergency Services Responders (generally two weeks)

Flags will be lowered during regular business hours prior to the weekend dates noted below this is following the Federal Government of Canada Half Mast dates:

  • April 28, Day of Mourning for Persons Killed or Injured in the Workplace (Workers' Mourning Day);
  • June 23, National Day of Remembrance for Victims of Terrorism;
  • Second Sunday in September,(lower on Friday) Firefighters’ National Memorial Day, unless Half-masting occurs near the place where a memorial is being observed, then Half-masting can occur according to the prescribed order of service;
  • Last Sunday in September (lowered on the Friday), Police and Peace Officers' National Memorial Day, unless Half-masting occurs near the place where a memorial is being observed, then Half-masting can occur according to the prescribed order of service;
  • September 30, National Day for Truth and Reconciliation;
  • November 11, Remembrance Day,
  • December 6, National Day of Remembrance and Action on Violence Against Women.
