Notice of a Public Meeting - Concerning a Township Initiated Official Plan Amendment related to Delegated Authority (Township of Minden Hills) 

Take Notice that pursuant to Sections 17 and 21 of the Planning Act, R.S.O., 1990, as amended, the Council of the Corporation of the Township of Minden Hills will hold a Public Meeting for a Township initiated Official Plan Amendment, related to delegated authority pursuant to Sections 39.2(1) and 39.2(2) of the Planning Act, R.S.O., 1990, as amended. The Official Plan Amendment applies to all lands within the Township of Minden Hills. On this basis, no location map has been provided with this Notice. 

Purpose and Effect: The purpose of this amendment is to establish policies to allow the approval of minor Zoning By-law Amendments, specifically the removal of a holding (H) provision, approval of temporary uses, correcting errors or omissions, amendments as a condition of consent, and other amendments deemed to be technical in nature, to be delegated to an employee, specifically the Manager of Planning Services and Chief Administrative Officer or their designates. The amendment will also introduce alternate measures for public notice associated with delegated matters. The effect of the amendment will be to streamline the approval of minor zoning by-law amendments to improve processing timelines and efficiency. 

And Take Notice that the Public Meeting is an opportunity for the public to provide comments or feedback, and for Council to hear and consider comments related to the proposed amendment.

Any Person may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan Amendment.

To Watch: Members of the Public wishing to watch the meeting in person can do so by attending the Township Council Chambers, located at 7 Milne Street, Minden. Members of the Public wishing to watch the meeting virtually can do so by joining the Meeting Live Stream Link available on YouTube: https://youtube.com/live/YnXZajYhLK8?feature=share  

Please note the live-stream link provided for each meeting will only be activated while Council is in session. 

To Participate in Person: Members of the public wishing to participate and make comment or speak at the Public Meeting must: pre-register by emailing the Clerk's Department by Wednesday, September 9th before 4:00 PM or by attending and registering the morning of the meeting before 8:30 AM in the Township Council Chambers, 7 Milne Street, Minden. 

To Participate via Zoom on the Web or by Telephone please email the Clerk's Department by Wednesday, September 9, 2026 before 4:00 PM to obtain login information. If attending virtually, please log-on 30 minutes before the meeting.

Please Note: We encourage those wishing to view the meeting to also download the agenda, as it will not be displayed during the streaming process by visiting the Township website at: www.mindenhills.ca/council/

Written Submissions either in support of or opposition of the amendment can be submitted by any member of the public. Written submissions must be received prior to the Public Meeting and can be submitted to the email for Amanda Dougherty, Manager of Planning.

If a person or public body would otherwise have an ability to appeal the decision of The Corporation of the Township of Minden Hills to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Minden Hills before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision. 

If a person or public body does not make oral submissions at a public meeting or make written submissions to The Corporation of the Township of Minden Hills before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
