Notice of Public Meetings Concerning Zoning By-Law Amendments

Take Notice that the Township of Minden Hills has received two (2) complete applications to amend the Township’s Zoning By-law.

The Township of Minden Hills will be holding a Public Meeting, as required under the Planning Act, and as follows:

Date: Thursday, October 8, 2026
Time: 9:00 AM
Location: Hybrid Meeting (In-person and Electronic via Zoom)

The purpose of the Public Meeting will be to consider Zoning By-law Amendment Application PLZBA2024067 and PLZBA2026043 pursuant to Section 34 of the Planning Act as shown below:

PLZBA2026043 (Romberger)

Take Notice that the Township of Minden Hills has received a complete application to amend the Township’s Zoning By-law. The site-specific amendment applies to property located in Part Lot 22, Concession 4, Geographic Township Minden, being vacant lands with Roll No. 4616-030-000-77605, (see Key Map). 

Purpose and Effect: The subject property is zoned ‘Rural (RU)’ and ‘Shoreline Residential (SR)’ and is located within the Waterfront designation of the Township’s Official Plan. The zoning by-law amendment is submitted to fulfill conditions of consent application H-035-25, which will sever a portion of 1110 Strawberry Drive for the purpose of a lot addition benefiting 2 Sugar Bush Lane. The proposed amendment would serve to rezone the property from ‘Rural (RU)’ and ‘Shoreline Residential (SR)’ to ‘Shoreline Residential Exception No. Eighty-Five (SR-85)’ to recognize a reduced lot frontage of 34.68 metres and an increased setback of 60 metres from a sewage disposal system to the high-water mark, as identified in the supporting Site Evaluation Report that was prepared in relation to the consent application. The proposed amendment would also serve to achieve uniform zoning on the benefiting lot.

Take Notice that the Township of Minden Hills held a public meeting in accordance with Section 34 of the Planning Act, R.S.O. 1990, as amended on January 9, 2025, for a proposed zoning by-law amendment for property legally described as Part Lot 16, Concession 14, Geographic Township of Snowdon, municipally known as 1237 Ingoldsby Road and located on Canning Lake (see Key Map).  

And Take Notice that given there have been revisions to the application in the intervening time, the Township of Minden Hills will be holding a Second Public Meeting. The Public Meeting is an opportunity for Council to hear and consider comments related to the proposed amendment. Any member of the public may speak in favour, or opposition to, the proposed amendment during the Public Meeting.  

Purpose and Effect: The subject property is currently zoned ‘Shoreline Residential (SR)’ and is located within the Waterfront designation of the Township’s Official Plan. The property owners are proposing to tear down two (2) boathouses to construct one (1) new boathouse. As boathouses are prohibited, existing boathouses may only be reconstructed on the same footprint. The application proposes increasing the ground floor area of the boathouse from a combined 88 sq m (947 sq ft) to 90.3 sq m (971 sq ft), and at an alternate location with a setback of 1.9 m (6.2 ft) from the high-water mark of Canning Lake. Due to reported low water levels, the application also requests a dock length of 35 m (115 ft) be permitted, whereas otherwise Section 4.1.12 permits a maximum length of 25 m (82 ft). The zoning by-law amendment would rezone the property from ‘Shoreline Residential (SR)’ zone to ‘Shoreline Residential Exception (SR-E)’ zone to permit the construction of the boathouse and expansion to the dock. A holding provision would be implemented to require site plan control under Section 41 of the Planning Act.

To Participate in Person: Members of the public wishing to participate and make comment or speak at the Public Meeting must: pre-register by emailing the Clerk's Department by Wednesday, Wednesday, October 7th before 4:00 PM or by attending and registering the morning of the meeting before 8:30 AM in the Township Council Chambers, 7 Milne Street, Minden.

To Participate via Zoom on the Web or by Telephone please email the Clerk's Department by Wednesday, October 7th before 4:00 PM to obtain login information. If attending virtually, please log-on 30 minutes before the meeting.

Written Submissions either in support of or opposition to the application must be received prior to the Public Meeting and can be submitted to Amanda Dougherty, Manager of Planning

Any Person may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law Amendments.

If a person or public body would otherwise have an ability to appeal the decision of the Council for the Corporation of the Township of Minden Hills to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Council for the Corporation of the Township of Minden Hills before the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Council for the Corporation of the Township of Minden Hills before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
